Got my bumper back from my buddy today!
He did a fantastic job: The bumper was bent in and down and the vertical part of the step was wavy. It was covered in surface rust. Steven

That's the same type my step side originally came with. Just curious, does it make sense to anyone how the 2nd plate would be utilized? With a ball mounted to the upper plate I couldn't figure what purpose the lower plate would serve. Would anyone ever have a ball mounted upside down on the lower plate?

I think back in the day some farm equipment just used a pin to drop thru a hoop on the equipment being towed...

Still looking for the rubber spacer for each side as the towels and blue tape aren't gonna cut it for very long. If anyone knows where I might be able to find them, please give me (and a few others) some info.

For those looking for the rubber, someone mentioned using a rubber "F" shaped weatherstrip made for boat windshields earlier, i'm sure a call to steele or someone asking for some F shaped trim no matter the application will turn up some results. That being said, all you need to make sure you don't damage some paint is some generic "U" shaped weather strip to slip over the bumpers edge and it would be fine, but not as original.

A guy at a body shop told me to use that rubber on volkswagons he had a special name for it but I can't remember it. Sorry.

I'm a pilot and where the wings of some smaller airplanes attach they use a rubber seal called wing root seal. I would think it would be very close to original. I tried to attach a link but not sure if it will go. Just copy and paste it if not.

Maybe. In my experience with VW's (limited) the welting was held in place with the fender bolts. Maybe try gluing it to the back of the bumper?
