You most likely have a broken cam. You have to remove the steering wheel and the cover off the shaft. I was looking in my Chilton guide and it has an exploded view of the procedure. According to the book you need some kind of special lockplate to remove a snap ring from the shaft. Someone else may know a trick for this. I was going to replace my cancelling cam because the right signal won't stay on unless you hold it up but I didn't want to change it that bad when I saw what was involved.
Good luck Adam. I can try to take a pic of the book if you want. Let me know.

Most likely the turn signal cam. White piece of plastic that sits behind the steering wheel, hels down by 3 screws. Will see if I can dig up a photo.

Traind beat me to it!

Here is a pic, it could also be one of the springs which is in the picture. Once you take the steering wheel off you'll know it when you see it.

I made my own compressor to get the snap ring out out of a piece of stock a steering wheel nut and a couple of three inch bolts and nuts all you have to do is fabricate something that will push the thing down just a fraction of an inch to use a snap ring plier to expand the clip enough to get it past its lock ridge

I recently did this exact repair. You'll (obviously) need a puller for the steering wheel, and I also bought the special tool for the lock plate at Autozone. It was worth the $10 saved in frustration.

If you bought the cam, once you get the wheel and locking plate off, it's pretty clear as to what you need to do--there's nothing tricky or magic in there. Just take your time.
