Question adjusting emergency brake cable on '66 c10?

I have a '65 chevy lwb c10.

It has the '66-70ish chevy truck emergency brake cable system under it. Which is different from the 1960-1965 system, in case you were wondering.

I replaced the rear brake shoes today, after earlier this week finding that on one side the shoe material was almost gone. I'm guessing my cable was adjusted too tight or binding up somewhere.

What is the procedure for adjusting it out properly?

Handle pulled out or fully released?

on level ground or what?
