Vacuum Delay Valve For Distributor

How does this work? 82 GMC 2500 350. I have manifold vacuum with this delay valve in the line. According to the diagram this is routed correctly. Problem is... after plugging the advance line and timing the motor I plugged the vacuum line into the distributor and it raised the idle. So... is the delay valve not working? Does it hold closed until throttle increases the vacuum and opens it allowing advance during acceleration?
