400 Trans Speedo Question

I put in a new 400 transmission in my 1987 Chevy R10. The original was a 400. I just bought a built trans.

There is a bracket or 90 elbo that attaches to the transmission and the other end the speedo cable screws on. This was on the old trans so I put it on the new. Can I attach the speedo cable directly to the trans and not use this? My speedometer is not working and I thought it needed a new cable. So I currently have the new cable on with the elbo and nothing. I am thinking the internals in the elbo are shot.
