Post Brake pedal won't come up. please help

I changed my 75' 1/2ton from power to manual brakes. I bought a new master cyl. with the correct push rod. After bleeding the cyl. and the lines, the brake pedal doesn't return all the way to the top. It lacks about an inch. Do I need a return spring? I hope you guys can help. Thanks

true manual pedal rods have length adjustment, sound slike it needs to be adjusted a bit longer, does the pedal come back up all the way if you puill it, or is the bumpoer stop under dash preventing it from doing so ?

you need ot give more info and think about this, what would cause this, youll figure it out if you think on it
