yes but....You will need the intermediate shaft at minimum.
For that I would go to a wrecking yard and pick up the PS stuff and the column, you can get one from a 71-87 c10 and/or van. vans will be shorter though

If the 38" measurement includes the steering wheel, then it's probably going to work out ok, because that would make the column length about 30-32". Looks like a van column which is a good one to have.

im going to run porter builts front suspension with their rack and pinion.... do I need the intermediate shaft?..... im New to all this

Yes you will need an intermediate shaft no matter what steering you use- something has to connect the column to the steering box or rack.

I installed my second ( 60 and 63 panel) Hot Rod GM universal 32" chrome tilt steering column for $189.00.... Why not buy new?
