Saw on the firewall ?

Why is there a saw type thing on the firewall of my 1985 Chevy truck ? It is a little piece of spring steel with a few barbs on both sides to the right of the brake booster , I have seen them on other gm trucks too , my brother was working on the truck a while back and it drew some blood .

It grounds the hood. Don't ask me why, but that's what its for.

But it doesn't touch the hood when it's open, and I don't know I've ever seen a C10 with a light on the bottom side of the hood.

I was thinking ground too but it does not look like touches the hood .
