Question about heater fan

When I turn the key on the heater fan blows all the time even when every thing is off should it do that?

I think they did this to keep fresh air in the cab in case carbon monoxide entered the cab . Keeps the air moving .

I know some people don't like it (especially if your blend doors aren't working 100%, you could potentially be blowing heat into the cab at all times) so they cut the electrical line for the lowest speed setting on the fan.
