There is a top bar on a 67 and a 68. It doesn't look anything like the 69-72 topbar but it is there to fill the gap between the hood and the grill and also to give a method of attaching the top of the grill to the fenders.
The white GMC has the top bar painted black, the other pic shows the topbar removed from the grill. Rg
