Dinnut, your parking/emergency brake is a set of cables that run from the pedal (in your case) to your rear drums. When you mash the pedal it mechanically pulls your brake shoe against the drums.
To do a quick check on it just look under your truck and you should see a small cable running to the back of your truck on both sides. Make sure it is tight. Odds are it has been cut or otherwise disconnected. Here is a picture of mine (not connected) A cable runs from this T to each brake drum. The end hooks into your brake shoe.

this thread is pretty old now but the ebrake works i just have not much brakes left in the back. i bought a set of 71-72 disc brakes that are complete and i will be installng still not sure if want 6 lug or 5 lug...

ok ok ok, so if I buy the whole 620 dollar kit for drop front and rear and disc brakes, what about some power steering? whats the easiest way for this? just buy the parts for 67-72 w/ power steering?

DONT cut if you want a good ride. maybe get some 17" wheels and tires i hear they are the best performing(turning corners and such) size of wheel and tire.
