I use "Liquid Wrench". Never heard of or seen this Gibbs stuff. Maybe it's not on the West coast.-cougar.
PS.Why would I want to put penetrating oil on vinyl?

PB Blaster works great at dissolving a styrofoam coffee cup, making a mess all over the workbench and floor. Don't ask me how I know.
