It looks just like "part" of the front end off of a Hummer to me too. Like a H2 model or something.

My Guess would be that it is something that some one made in there garage back then or recently to make the truck stand apart from every one elses truck like a 1 off piece something unique.. I know nowdays projects get started and never finnished like the 70sumtin lecamino with the 78 i rock z nose. but any how thats my guess.
