re read my post. You do have to have a title in AR, but if its 25 years old or older you can get a title with a bill of sale by antique taging it. for example you bought a car out of a junkyard or field that has no title you can get a bill of sale and as long as no records show up at the dmv you get the antique tags and a title.

LONGHAIR, if the states standardized they wouldn't need all the staff to point you through the hoops you have to jump through.
Bringing a vehicle from a non-title state to one that requires a title, I know the pain.

Virginia has a process called the AVP. Abandoned Vehicle Process. In short if no one claims it and its in your yard for more than 48 hours you can start the process. Takes 36 application days and longer for processing but you can get the title. I haven't had to use it but I'm trying to learn everything I can just in case.

I took the truck to the cabot police department. He ran the vin for me. It is not stolen and also not on the california dmv register. His answer, good luck. I think he was sincere not sarcastic. I am not sure though.

Since you do not live in Calif, I do not think you will have a problem if there are DMV back fees due here. I check vehicles here all the time on the DMV website before I buy.
