I live in Arizona and have not had inherent overheating problems w/ the 400.
I built mine [ out of a 75 Jimmy]. It has gobs of torque! It will handle a 4L60e in overdrive no problem. You may try Jasper for a quality rebuilt long block. We use them for specialty engines. Good products.

Same here I live in Orlando and don't have the infamous steam holes drilled and never ever see 180 on the temp. I got $8k in my motor and 500 tq at the wheels With out the 150 shot that it gobbles up. And the sound of a well thought out 406 is unmistakable. Great motor with lots of wise tales till I hand them there ass. One more thing Google 1968 C10 406 roller YouTube and check out my truck. Sorry can't link it but it's a cool clip.

i recently found out i have a 400 not a 450 like the po told me. before i found out i replaced the motor mounts with 350 mounts so you can use the same mounts. i live in texas and don't have over heating problems at all. also 400's have almost the same stroke and bore as a 402 big block if I'm not mistaken.

My 406 has never over heated and its been in my nova almost 18 years now I think. The builder I got it from told me it would make torque like a big block but rev like a small block. Sounded good to me and its 435hp 515tq. He wanted more money to do a 383 and it made less hp. Im sure that's not the case now though if the blocks are hard to find. A 350 with a good set of heads and cam is probably the easiest way to go. But after doing a ls swap ill probably never do another sbc in a street truck/car again

400 blocks are not that hard to find, but you do have to look listen and search. They were manufactured between 1970 and 79 possibly 80 but have been transplanted into other years. I've pd between $125 bare that will need 2 sleeves and $800 running. I knew a machine shop that had 7 400 blks two years ago.
