I expect to model my winch install after much of your set up. I would think bolting angle iron tabs inside the frame channel to the backside of the upper spring hanger would allow the use of the bumper bracket bolt and the four little bolts that surround it for a strong mount at a location on the frame where the frame is backed by the spring hanger bracket for an effective double-thick frame mounting point. The pre-existing five holes in the frame at the spring hanger would provide drill guides for the tabs.
