I would replace it, if you can find a replacement for it.
I don't think you need the gasket (I don't have one on mine). To adjust the rod just make sure it's short enought for a little bit of clearance with everything bolted up tight. You don't want the rod mashing the brakes for you all the time. Mine took a little bit of trial and error to get right.
