Data Plate '79 Chevy Scottsdale

The data plate is missing from my son's '79 Scottsdale. Where and how do I get a replacement?

Data plate? As in the VIN tag? If that is missing, there is no Legal replacement becuase it is a fraud to create VIN tags. If the VIN plate is what is missing, the DMV must assign a new one.
