69 Drum and Leaf Truck Lowering Question

I have drums all around and leafs in back. I want a 3/4 drop but do not see the need to switch to disc brakes. What are my best options.

Up front, springs are the simplest option. You can go with air bags, but that may be more complex than you're looking for. For the rear, you can do a 4" block and you're done, though, if you're certain you want to drop the truck, I'd have the rear spring pack re-arched. You can get this done at any competent chassis and spring shop in a day and you'll be dropped without the block.

I just noticed you're in Fort Worth. If you decide to go with re-arching the rear springs, I highly recommend Champion Spring. They're right off I-30 at around Cherry Street. It's been a long time since I've been over there and I'm bad at street names... but that's the general vicinity. They're in the book. Years ago, when I had my custom shop in DFW they used to do all my leaf spring work.

Does the spring go under or over the rear on a 1/2 ton?
I know on the one ton chassis, it is on top of the axle, and a block would raise it.
I think he needs a flip kit.

If I go with the #" coils in front do I need to get some brackets to relocate my shocks? I saw in a catalog that they are recommended if drop is more than 2"

No. This issue is that the shock will already be roughly 3" through it's travel, so is less effective and can bottom out more easily. But this can be solved by using a shorter shock and/or by spacing the bottom mount down a little below the lower control arm. I don't really recommend the latter as it puts your shock lower to the ground. You can pick up a pair of lowered shocks pretty cheap these days and they are definitely the best route to take.
