Brake locked up !

You know sometimes I get cocky with my projects, thats when I get stepped on humbled by some little dirty POS brake problem!
Years ago a friend and I solved this problem, can't remember the solution. Its a 1983 1ton. Front right disk keeps locking up, changed caliper. Is it the master cylinder? Have to take it off and use screw clamp to bring it back down. Some wisdom from the clan ,please.

rubber brake line at the clamp that bolts to the a frame colapses and wont let the fluid back out. same thing happened to me.
