Is the wheel base the same on a reg cab longbed and a Suburban?

From what I can find, yes they are. In 67 the long bed c-10 had a 127 inch wheel base, as did the suburban.

No, the Burb is shorter
Burb = 129.5"
LWB = 131.5

the 88-98 subs had the 131.5" wheelbase I believe.

I know you meant this, but just wanted to clarify. You are correct, but it is the 92-99 Suburbans that were on the same wheelbase as the LWB trucks. Same goes for the Blazers/Tahoes. They were on the SWB frame.

73-91 Burbs were on 129.5 Wheelbases.
