Question Power to fuse??

Hey I have an 86 c10 and I'm not getting power to 3 fuses on fuse box. First is a 5 amp fuse that's marked instr lps. The second is a 20 amp fuse marked horn dome. And the third is a 20 amp fuse marked t/l ctsy. All three are not getting power where can I start looking to fix this problem and are all three linked some how to the same power source? Thank you in advance for the help!

are those the only problems areas.... if so i would drop the fuse box and start tracing don't sound like your fuse link
