Is the metal pipe between the air filter can and intake manifold supposed to be loose

I just bought a 82 chevy inline 6 truck and was checking my engine today and I noticed that there is a pipe between the air filter canister and the intake manifold which is loose and can be removed by hand. Is this normal? It seems like it should be sealed at least at the manifold part.

I have a 1977 Chevrolet Fleetside with a inline 6.

Mine is loose also but I do not think it matters much as it is only used when you have a cold start.

If it is what I think it is .... It just pulls the hot air from the enginge back in till the outside air is at a good temp.
