You'r fuse may be coated with foil from a pack of smokes or chewing gum. Very common road side repair. Some times it stops raining and you'd forget the rapair was ever done and then sold like that. A nail or screw is another road side repair for blown fuses. None of these repairs would blow out when the load gets to be too high.
