I got it to work. I had two sets of contacts. One came with a steering wheel and when I temporarily lost that I ordered another set. lol One of the contacts was about half the length of the one shown in the picture. That's the one that worked after dremel tooling the head down so it would fit in the sleeve. Spring, then contact (head first), then plastic piece.

Thanks for your help guys. Horn sounds good.
