i think it is abandoned
but they are looking to reuse it for local use to the city(hour away)
i took these last year
a storm was coming up(dark clouds)
turned out very bad one blew over a "bluesfest" stage

but you never know

Given the age of the truck and when it was likely retired I bet some one wanted ne just to show off, knew the right people and they "forgot" to strip it.

I can't speak for the US but up here in Canada as mentioned previously there are quite a few independent railway companies the have taken over abandoned track and use it locally. Very easy for say CN (one of our rail companies up here) to sell off some thing like this to one of these smaller companies and it be used for aniother 30 years and sold privately Intact cause none of the equipment is worth any thing any more.

A friend of mine bought a truck directly from the rail company a few years ago and they didn't take the tires off. He tried selling them privately and some one from the same rail company came and bought them from him, full asking price... Seems some one forgot to take me off when it was supposed to be stripped
