Just to confirm what's already been said.... yes, that's the speedo cable and no, the t-case shouldn't have ATF in it. It should be 75W90 or 80W90 (or even straight 90 weight, but nobody seems to use that anymore). The good news is, ATF has excellent lubricating qualities so it's doubtful any damage has been done. In fact some t-cases call for ATF. Years ago, I had the bad seal mentioned above and had to occasionally drain the excess fluid from the t-case, and fill the transmission.
