Issues w/ a targetmaster 350
I recently bought an '84 k10 scsb. It came from the factory w/ a 305 but the PO swapped it a LONG time ago. It looks like its got 305 components on it. The quadrajet carb would hang the choke open when you gave it throttle. There is a mall lever under the electric choke that I would push down and it would idle back down. I zip tied it where it would stay down and now it spits and sputters when I give it the throttle. When going down the highway I can floor it and won't drop down or speed up at all. Any ideas on what I can try?

What you are describing is your fast idle cam. This is where people often get frustrated with Q-jets because they cannot figure it out. There are specific adjustments for the fast idle cam. You will need either a carb rebuild kit to get the proper instructions for the settings or maybe a service manual will also help.
Basically, when the choke is set when the engine is cold, there is a shaft that pulls up on the fast idle cam and sets it on a little step, which is why your idle is high during cold warm up. If you look close there are (I think) three steps on the bottom of the fast idle cam. It is hard to explain on here how to do a choke adjustment/fast idle adjustment, so all I can say is try and get a manual to help out. The tranny not kicking down on the highway is another issue and we'll need to know what trans you have to help further.
