What is this?
Judging from the installation it's not factory, but I'm not 100% sure. Does any one here know what it might be?

shore power. All of the firetrucks that I work on have those. The funny winky plug prong configuration is on any household circuit that is designed to take more than 15 amps @ 110.
Does your truck have a trickle charger, camper would be a good bet as well...

This truck is a dump, so I don't think it's for a camper.

Looks like the plug on my Honda E2000i generator where I can hook up a 12v battery to charge it. Works great when I'm tailgating.

Just did some checking. Here's my thoughts. Your truck apparently was used by a contractor/utility in its previous life. That plug is used to power a blower for underground utility work. The blower is one that has the yellow hose that goes down into the manhole to provide fresh air for the workers down in the hole.
