what kind of cleaner to use to clean out beer keg to use for gas tank, no beer in it...

I use Simple Green for most of my cleaning. If it has been sitting for a while you might need to put in a diluted mix and rotate the tank so it soaks. If you don't have any, dishwasher soap in a liquid mix should work to.
