69 Wiper Motor

Ok, so I am in the process of trying to get the truck ready for inspection. I have been looking at the wiper motor and it looks a little different than other pictures I have seen. I think I am missing the mounting bracket under the dash, and the hole is rusted out. Looks like the PO just shoved the motor all the way through and screwed it down, and then added some of that expanding foam. So my question is, is this fixable? If so, does anyone know who sells a replacement piece to weld in? Thank you

just about same thing with the '69 I have, have to make a piece with cutout and screw or pop/R it in place, used duct seal for gasket, also washer kit on amazon for 15.50,
