where is 1969 Chevy Blazer Neutral safety switch
going to a floor shifter and need to tap into the wiring for the old.

Under the dash, on top of the steering column just before the firewall. 2 purple wires are your ignition. The dark green and light green are your back ups.

if i were an unsafe person and wanted to disable the neutral safety switch could I tie the 2 wires together or do they need to be disconnected?

LOL. Yes, you would have to tie them together. Disconnecting won't work.
