Looks like they took the turtle top off and made a tonneau for it. That would be way cool.

That is a sharp suburban.
I think that's an old ambulance. Look at the canvas cover coving most of the top, it looks like they took the top conversion off and covered it with something similar to a boat tarp, or soft top.
