66 C10 new power steering not working

Hello,

I installed power steering on my 66 C10 using all new parts for a 70 C10. The steering wouldn't work, and it would push fluid out the top even with cap on. I assumed the new pump was bad, so I went to Advance Auto Parts and got another one. It is still doing the same thing. I jacked the truck up, and turned lock to lock many times, and no power steering still, and still pushing fluid through cap. All of the parts are Cardone, Moog, etc, so all stock replacement parts.

Any ideas?

It sounds to me like you have air in the system.

I've turned the wheel lock to lock many times without engine running. I can sometimes hear gurgling, so I assume that's air. I then start engine and do the same. Once I shut engine off, foamy fluid comes out past the cap. The steering seems to be working now, it feels like it's trying to work with 'power', and makes whining noise at same time. How many times should this foamy fluid thing happen before all of the air is out? I'd think by now I should be air free, unless it's sucking air somewhere.
