63 ignition switch and starter wiring

Hi guys.Im wiring up my 63 with a 22 circuit harness and I've made my way inside.Im trying to figure out mainly what the black with white stripe and solid black wire at the bottom of the key switch is I'm thinking it's for the horn relay.My question on the starter wiring is where the wires need to be running hei because I've read that there needs to be a wire from my starter to batt on the dizzy but my harness has a supply wire for it.not sure of the orientation exactly.much appreciate any insight into it you guys can give me

A wire from the starter to the dizzy would be for a points type.
None needed for hei.
