Reinforcing plate for master cylinder & steering column - What holds it on?

What holds this reinforcing plate/bracket to the firewall? Is it just the bolts or is it also welded?

Why would you remove it? Factory put it there for a good reason.

It would get put back on. I'm cleaning up the firewall and addressing rust.

It's going to have quite a few spot welds holding it
