A flat tappet cam is just the style cam SBC has had since the beginning. There is hydraulic and solid. The larger the diameter, the more aggresive the cam can be. (NASCAR still uses mechanical flat tappet cams, but they are "mushroomed" with a big head for FAST ramp profiles approaching those of a roller cam) Roller cam is frictionless for the most part and worth a little efficiency, but heavy weight of hydraulic roller makes for lower rpm range (relative) to a mechanical roller. I could go on, but you need to be more specific...

Ya, Mike is right on. The pro's to this style of cam is simplicity/low cost.
The con's are limited cam profiles when you start getting in the upper ranges of lift and duration.
I think NASCAR uses the mechanical cam still because of rules. I am not a huge NASCAR fan, but I belive this is the only reason. Otherwise they would most likely be running solid rollers for better fuel efficiency at the racetrack. My guess anyway, I am sure someone will chime in here with the correct answer
