Tire keeps locking up

My left rear tire keeps locking up. It locks up and doesn't unlock until I let out the clutch in gear. I just bled the fluid in all 4 and it's stiff as new and still doing it. Both rears seem to bleed alot slower than the fronts, like possibly they are clogged. I have 4 wheel drums.
Any ideas before I pull the drums off?

Good idea !!! Pull the drums off.
- Do a visual, make sure all springs and brackets are in position and not missing.
And that the primary shoe wasn't installed in the secondary position and the secondary shoe isn't in the primary position.
-Check to make sure the rear drums and shoes are CLEAN, no contaminants and no brake dust.
-Check to insure both rear brake self adjusters are adjusted equally and freely.

OK thanks for the advice. It was really hard to get the drum off. It was seized to the pads. The ebrake was off and no pressure on the slave cylinder. The spring I cirled in PIC 1 was off and fell out. I am guessing it holds the adjuster in place and the brakes are way out of adjustment.
So, I don't really know how to adjust drums... Any links or advice for that?

So, I adjusted it almost all the way loose. I backed up a few times and hit the brakes. I went for a test drive and...
It still locks up before any other tire. I jacked it up and it still spins freely. Tire pressure is good and they are brand new tires.

Now I am looking at a clogged line to the right rear, or just all my other drums are set too loose.

Any other ideas, or links to adjusting all four drums correctly?

I loosened it al the way and the other rear tire locks up now first. Still not locking up the fronts though. I guess I could tighten the fronts up a bit with the adustment.
I thought these drums were "Self-Adjusting"??
