Question Starter Shims

I am having trouble getting the flexplate and starter teeth to line up. The teeth won't line up even with three shims. This started when I swaped engines. I used the same starter and flywheel that was on my old engine. When they were on the old engine they worked fine. Could mounting surface on the block of the new engine be the problem? The old engine was a 86 305 with one peice rear seal and the new engine is a used GM Goodwrench replacement 305 also with one peice rear seal.

Tough one. Was the 86 starter metric? My 86 GMC K-20 has a starter on it that only another like it will fit.
