what are they and what do they do?

just replaces your normal rockers with a bearing "roller" tip, and it also has a bearing shaft for mounting it, less wear, less friction on the motor

There are actually 2 different types of them.
"Roller-tip" rocker arms are just that. They only have the roller bearing surface where they touch the tip of the valve. They retain the original "ball" at the fulcrum. "Full-roller" style have roller bearings at both points. Just to further clarify, these are internal engine parts that are part of the valve-train
