surface rust

It's was a hard winter. A couple feet of snow, and about half as much salt. I have found some surface rust popping up and wondered if i could just sand it down by hand and use some of that touch-up paint from local auto store to hold it off or would i do more harm than good? I know I am fighting a losing battle but I don't have money to repaint it now. It's not in a highly visible area. Help please!
