upper control arm bushings

i just have a question do you HAVE to take the control arm out to change them out on a 99 tahoe

I can't say for sure because I have never attempted this job. I will assume that it "can" be done, but will possibly result in a comprehensive lesson in frustration. I suggest removing it for your sanity sake.

It will make it easier if you do so.... unless you have all the trick tools to do it without breaking the ball joint loose.

Back when I turned wrenches for the family automotive repair shop, I always took the arms off... it made it easier. We had some neat removal/installation tools that would allow you to do it without seperating the ball joint from the spindle, but it didn't really save any time that way.
