auxillary spring and front bumper mount questions

I have 2 questions I thought I could roll into one. First of all, I was wondering if my aux springs are stock. They look like a farmer got a hold of some old springs and metal plate. Also, when I bought this truck it was missing the bottom bolts on the bumper. Every frame I have looked at has the bottom rail bent up in the front to mount the bumper but as you can see mine is straight. Am I missing a bracket or something?

What year truck is that?
Looks like the front frame horns have been cut off.

The auxillary springs look exactly like the pair I sold from a 68 3/4 ton truck. So...I think they are stock.
