Gas Cap Lock?

So I bought this after it was explained to me to be a lock for a '55-'59 Chevy Truck gas cap. I does not fit, it is too small a diameter, and even if it did I'm not quite sure how it protects anything, there is only one tab on the bottom. Can anyone please tell me what this is? Thanks for your time

Apparantly gas thieves did not have pry bars back then. In mid 70's during the first gas crunch we just left the caps with out locks because the bad guys would just punch a hole in the tank with a screw driver.
