1974 4X4 Front Hub Question

I am putting new hubs on my truck and need to know were the big wire ring in the enclosed picture goes?
I am thinking it goes on first then the splined piece then the clip holds it in place then the actual hub itself bolts to the splined piece?

Splined section FIRST. Big ring is an internal style ring, snaps into the edge of the cast iron hub bore. Small ring is an external style ring, snaps onto the stub shaft. Bolt the outer dial to the splined portion, done.
