Horn Cap (NOS?) and Sport Bumper License Plate Light
I have a 69 - 72 horn cap in perfect condition, it is so clean it just may be NOS for I don't see a mark on it. $35 + shipping

I'll take $35 shipped and you can take the screws out yourself. I'll even shoot them with some PB Blaster before it goes out so they can start loosening up.

That is a good question and I don't have a good answer for you. I just looked at it real close and it does not appear to have been painted.
