That I believe is the spring either makes the release handle pull back or allows the pawl to lock into the parking brake pedal. My one ton spring broke and I had to push it back in every time I pulled it.

Broke my spring last week. There is a small hole on the back side of the handle lever and a slot in the bottom of the bracket that holds the whole assembly a few inches to the rear. Got a spring that was close at the hardware store and "modified" it a bit to fit. The hardest part for me was holding and stretching it while trying to hit the slot in the channel since you can't really see anything. Type in "Help needed with parking brake problem on my 72". SS Tim contributed a diagram of the brake assembly so you can see about where things are in relation to each other. Someone posted a real good photo of the assembly where the spring goes but I can't find it.

I changed mine 2yrs ago, I too purchased something close at the local hardware store. It worked fine.
