Interesting the side windows in the rear and transfercase shifter appears to be left of the transmission shifter

I'd say that it was prolly originally a panel, someones added those side windows..

definitely not a suburban. However, an original 4x4 panel is probably rarer than a suburban 4x4. The transfer case shifter location is correct for a '60, so it certainly could be an original 4x4......also does look like an original V8. The hood V emblem is V8. I don't think the panel values are as high as the suburbans, though.

most 1960 4bys had it to the right side of transmission,
