Is your fuel outlet BELOW your pump?

I have an under bed tank from CPP and the outlet for the fuel supply is at the bottom of the tank. The tank is pretty deep but mounted as designed. I'm questioning if it's a problem that the fuel pump is mounted higher than the outlet and the reason my pump is incredibly loud! It's a Jegs pump.

I don't know if there's a solution. The pump is mounted on the frame rail and can't go any lower.

External pumps are loud and must be mounted in rubber to help soften the noise. Pump doesn't need to be lower as long as its close. 10 -12 inches max. away
