5.3 conversion????

I have 5.3 out of a 01 1500 silverado with stock ecm and modified wiring harness do i need to turn off vats before trying to start?

Yes. It will not run with vats enabled.

Definitely need the vats removed. If you don't want it spitting codes, it should have the downstream O2's and emissions diabled. I use Brendan from LT1swaps.com for PCM work.

You'll also have some cross member / framing work to make it fit, driveshaft, etc.

Sure, you could do that.
If you aren't planning to run all 4 oxygen sensors, an evap can & catalytic converters, though, you'll need an ECM flash to keep from spewing trouble codes.
If you're getting an ECM flash, just ask them to remove VATS at the same time.
